Need Help Please? (My Disconnect won't release)

Hi I'm Hisar from Indonesia,

I'm working for Thru Tubing Tools Company, mostly runs by Coil Tubing.

I have fishing job in Vico in 4-1/2" Casing, need to retrieve AD-2 Pack off and Tubing Stop with 4" Nom GS using 1-1/2" Coil Tubing.
My BHA : CC-MHA-Intensifier-Jar-Heavy Duty Disconnect-Stabilizer - 4" Nom Flow release GS pulling tool.
So I latched the fish and jarring 12 times with max jar (18K lbs over pull) and pull to max Coil (43k lbs weight ). and Coil has reach max cycle , so I have to release 4" GS from the fish using 0.5 bpm - 1800 psi (same parameter when function tested on surface).
when i tried to pull , still latch. So I increase pump rate to 1 bpm - 3800 and pull , still latch. I tried several times and also pump Hi-Vis gel. Still won't release while Coil has limited cycle to play.
Decision from Co'Man to drop the ball and Disconnect BHA from (HDD), supposedly shear pin on HDD break at 2500 psi but I pressured up until 9000 psi still no Indication of Sheared and still have Over pull.
Well condition : Gas Well , No Return (Lost)

Do you use right ball? what was a set point for shearing that quick disconnect?
