It has actually no meaning unless Gas Oil Ratio.
Go to the Meter Manual and check the meaning of these terms.

In fact those terms have a meaning
The conventional meter(separators) are only able to measure the free Gas coming out from the well and the oil without considering the gas disolved in the oil. Therefore those meter provide you the data to calculate the GOR at stock tank condition(not the total GOR), but there is still some gas leaving the oil when it gets to the tank. When you talk about multiphase metering there is another story, The GOR1 in the Gas oil Ratio at line conditions, so Qgas@LC/Qoil@LC, and the GOR 2 is the ratio of the gas in solution an the total oil produced, the GOR 2 can be easily predicted using the Kats Correlation.
It is not avisable to compare the GOR from a separator with the total GOR provided for a multiphase meter.
