What is in the water at pH 12? NH3? NaOH? or..

If a Strong Base in water like NaOH you roughly could say c_H+ is 10^-12 so c_OH- is 10^-2 mol/liter (=10^-14/c_H+).
    So you need around: 10^-2 mol HCl / liter * (M_HCl: 36.5 g/mol) = 0.37 g 100% HCl/liter water.

    I hope this help you?
A weak base in water can have a puffer effect, so you need more acid.
