Pirson in Oil Reservoir Engineering proposed correlations for relative permeability estimation in shaly rocks. Does it means we can use this correlation where NTG < 1 ??

no we can't
Kindly tell in detail..
(1) Just because a reservoir has a NTG of less than one, does NOT make it a 'shaly' reservoir
(2) Not all shaly reservoirs will follow that correlation
true
thanks.
I have also concerned Corey Functions for rel perm in oil water system, but cnfused about the corey exponent values,
have any idea about that?

Corey exponents simply control the degree of curvature of the curves
Co and Cw = 1 will yield double straight line relationship
Exponents greater than 1 will tend to pull the curves down (retarding flow at adverse saturations), while less than 1 will bend the curves up. The curvature (up/down) and degree can be significantly affected by wettability, layering and block size to name a few.

i have search a lot of literature but not find about these exponents, can you give some reference/literature?
