please share about design of steam turbine test facility both of functional and performance test (equipment, data aquisition, etc)

Hello,

steam turbine performance is done at the power plant once all the plant has been commissioned.

The conditions for the performance are, usually, defined in the steam turbine contract, but they are based on an standards like "Performance Test Code on Overall Plant Performance - ASME PTC 46".
