I recommend ' Wastewater Treatment Plants - Planning Design and Operation' by Syed R. Qasim. This book is far better than WEF ,it contain design fully. For Structure concrete or steel is up to your specification. However for Motor drive of Blade and pikle is normally call on suppler but need to be aware on size of motor. It should has torque limit not proximity. Hope this help

I forgot on sludge remove from tank bottom, If possible it should has sludge sump before pump to following process, this help in silt problems. And if possible ,this is costly, Lifting Scraper blades is a operation tool dream. Please design for operator when this tank need shut down.
