miter elbow

Hello
I want to know that
In the reduce pressure of gas station
Can use mitter of elbow according of standard Asme
My friend mitter elbow 45 degree and convert to two elbow 15 degree ( size 20 inch & material carbon)
Is it correct as respect spec,standard,.... or not ?

I go to Asme 31.3 para 304 and also read realated para such as 304.2.2&304.7.2&304.2.1
although I can't understand elbow 15 from 45 degree is correct or not?
Can you tell me how I realize it ?
