I agree with you. In their description, they link the specialist and expert level with 1-3 years of experiences and more than 3 years respectively. So it is normally design for those with experiences.
But I am sure that with just the mouse clicking, you can have a chance to be hired just because you have that certificate. Of course they won't expect you to behave like someone who have working experience.
I am sure that, a certificate can attract a recruter a least for an interview; also for $100 and $150 exam fees, somebody can take the risk. That's my point of view.
