No, I haven't such spreadsheet and never seen one

There is not any software that will design a single or double deck floating roof.This is usually proprietary information to each company.
API code only recommends standards to follow. I know this sounds stupid because a floating roof is not any different that any other part of a storage tank.

Over the years of trial and error the tank company's engineering department learns how to design not only the floating roof but the entire tank including all appurtenances.
