Design Pressure ( Full Liquid )

Dear all
at the moment , I make design for Pressure vessel , in the Technical document , mention that one conditions:

1. Design Pressure ( barG ): Full Liquid + 0.008
2.Operating Pressure ( barG ) : Full Liquid

Liquid density ( Kg/m3) = 1000

as the new engineer ,I not understand for this one in :


Pleaaseee advise me , , what that mean above case ( 1 & 2 )
