Please forgive me for starting a new thread on your topic but it has been some months since I lasted posted so I really need this to begin contributing again.
In answer to your question on the necessary safety distances, if the FAA does not provide guidance, consider consulting your local industry body on the matter or API. The issue here is the effective control of ignition sources (such as jet engines etc.). Some oil industry standard bodies suggest a safety distance of 50ft from the tank shell to the fence line of the fueling property, in others, the safety distance is measured from the tank farm bund wall to the fence line.
I would suggest that you also consult guidance provided by NFPA on hazardous zone distances.
