Reduce NPT's or not?

I need to ask us about Non-productive times.

What its the most important thing?

Reduce NPT's and increase operative costs or reduce operative cost and increase NPT's?

Dear Nesfab,
As far as know, NPT's is something we can't know before it happens, I mean when planning operation in well, we don't need to estimate them, but in real case when operations starts , these must be reduced as much as possible because at the end NPT's means only expenditures no incomes.
