I think it would be better for exhaust air/gas out of cooling water pipes
Condenser water box elevation at top should be below cooling tower riser outlet, as far as possible
The Condenser will be always under pressure and less air is released inside.
Through transients ( ie pump trips) less problems will occurs with vacuum and column separation
If top of the condenser is above cooling tower, condenser priming is required for system starting to recover the syphon.
