Hey! As I understand you need help in russian tech documentation. Can you provide more details. russian system has several levels of standards 1 "ГОСТ..." GOST is the highest level 2 "ОСТ..." OST is lower, it is industry standard (but, of course, there is no any contradictictions with GOST) 3 "ТУ..." Technical Conditions is the lowest. it is state approved document for any product and process of manufacturing of it. Usually big producers have some sorts of these docs for all their products. it means their product and the process is certified by special federal agency.
