Sizing of Thermal Relief Valves

I need to do sizing of safety relief valves for jacketed vessels for pressure exerted due to thermal expansion of liquid locked inside jacket. I searched a lot but it is stated that for this scenario 3/4"x 1"" size valves with typically orifice diameter of 0.38 sqm to be isnstalled. I do not understand without a proper sizing calculation can we install safety relief valve?

I can understand that specifying a set pressure is not a problem but how can we be sure about its relieving capacity?

If anyone has any idea regarding this then I would appriciate that. I do not need ready excel sheet or something. I need a refrence material from which I can do my calculations or get some guidance.
