for vista it is better to activate the hidden administrator account and login with it .
or run slb licensing utility as administrator right click on SLBLicensing.exe file and choose
run as administrator then stop and start server . it will work fine

I saw your post concerning installing petrel 2008 , do you still have a problem installing it .
