Pressure limit and Design pressure the same?

Hi everyone!!
I have a question, we have this Piping Material Classification document and according to this we have a pressure temperature limit at 260 psi and 200 deg. C respectively. I want to verify if these can be the design pressure or the test pressure?

You must to know what is the allowable stress. Actually as per B31.3 allowable stress values at design temperature for piping materials shall not exceed two-thirds of corresponding yield strength.

It is obvious, as per above with 1.5 times of design pressure value for hydrotest there wouldn't be any possibility that the hydrotest pressure to be exceeded the yield strength.
