    No best way...each well is different. With the little data you provide, I can't see whether it's a good or bad idea to complete with 4 1/2" and 9 5/8". Maybe 4 1/2" inside 9 5/8" is not better, just cheaper.Depth, deviation, pressure, temperature, sweet/sour gas...?Regards.

    I think , you can help you simulation in pipesim software your quastion depende on pressure & temperature you want on welhead .so you can work linear 7" only not casing 7" then production by 3.5" ref. uperbelow.this is lower cost and very good production nedo

    If the 9 5/8" casing is already in place, and you had already bought the 4 1/2" tubing, then so be it. Dimension wise it shouldn't be a problem. Although cost-wise 9 5/8" casing strings are obviously costly than a 7" casing (of the same grade) together with its related surface equipments.On another note, had you performed a Nodal Analysis to determine the optimum tubing size? You might probably need a larger or smaller tubing depending on the wellbore conditions.
