you can go through the help files which includes the technical documentation and also the worked examples. Other than that, you can get yourself trained on PHAST ( a basic 2 day training) by DNV in which they teach you about discharge, dispersion and effects. You can also start self learning if you have some basic idea about different events and what are the parameters which affect them
