The HWID program generates an identification number for the computer it is installed on. We need to send this HWID number to someone (whoever craxxxxked the program) and then copy the lic.dat file created by that person to the installation folder.

-Run "1-GetHWID.exe" and then select "Get Hardware ID" and then copy and send Hardware ID to your software provider for receiving license file .

the missing file is therefore the one generated by the packer which integrates the HWID option.

Job is not as easy as it sounds, as a starting point you need to at least have an original license even if it won't work due to the HWID.

Apparently, some kind of K.e.y.g.e.n is required to generate the license file from the hardware ID.

The solution cannot be generated if we do not have the missing file "lic.dat" to allow the protection envelope to be removed and thus the HWID limitation to be removed.
