API 581 2nd edition - piping failure reate doubts

Dear fellows

I have a question on generic failure rate that is presented on Table 4.1 page 2-16, on Part 2, API 581 (2008). The question is about failure rates for piping that are represented on table 4.1, for several class diameters and equipments.

Specifically my question is related to the unit considered for piping failure rate that I suppose to be leak per (segment*year), but it can be leak per (meter*year) since this is the last API revision and It tries to follow the International System for metering.

The first API 581 (2000) considers for piping failure rate a unit of leak per feet*year, but if I do that for last API revision I will get a difference of 2 magnitures for the failure rates that I suppose to be false.
