Horizontal tank design

Hello colleagues, I am developing a horizontal storage tank, my question is if it can be done with api 650 or if another standard should be used.

You may use EN 12285-2 Workshop fabricated stel tanks, Part 2: Horizontal cylindrical single skin and double skin tanks for the aboveground storage of flammable and non-flammable water polluting liquids.
In the scope of API 650 can find contradicting limits: ... for vertical ... tanks; ... entire bottom uniformly supported ... so this seems to be not applicable.
But I am European and not so much familiar with the API range od standards, so you have to decide and find out,
