Hi!!

I´m pre-designing a penstock in which there are many anchor blocks. My question is in which cases i should put a expansion joint or i can select don't put it.
For example i have a span between anchors of 13 meters* so i think that i don't need a expansion joint* but i don't have enough criterion to sustain it to the project owner.

Please help me with your experiences and engineering criterion.
