S&T exchanger Tubesheet fabricate from plate material

Dear Friends

I have to fabricate a S&T exchanger tubesheet ( 3 M dia x 65 mm thk ) from sa240gr316 material .
i would like to know following points ( as per code requirement ) before i will go ahead :-
1) Permissible minimum width of plate ?
2) Permissible welding / WPS/PQR requirement ?
3) NDT Testing requirement ?

For NDT you can use PT and ET for tubular plaque ,the body RT check ASME VIII

For welding method I can tell you most used welding method for these type of welding is TIG welding
Austenitic steels like that must be welded with reverse polarity DC.

NDT must be liquid penetrant testing

and for the volume of it you must check the standard acc. to the exchanger.
