one of Nace Article is Required about FCAW

Hi Dear Friends
in a Project Specification it is written that application of FCAW for welding of piping system on Stainless Steel is Prohibited and also for carbon steel piping it needs permission of owner for using at ratings above 600 ib .
1) does anyone knows why there is such a limitation ?
2) can anyone Please upload a Nace article with following adress:
