One of the innovative way to interprete the PMI Expert Judgement concept as a tool and technique for integrated change control is to appoint a change evaluation leader(CEL). A change evaluation leader is responsible for leading the change control procedure. The nominee must therefore have good experience on subject matter, be independent of conflicts that may arise as a result of the decisions made on the proposed change. Since it is a leadership position the change evaluation leader must be competent in leader ship skills such as communication. A good PM selects a CEL based on good leadership skills and exposure/experience in the subject of change. For each change process, a PM can start by selecting CEL. This allows different talent required to lead different changes to take charge of such change. Nothwithstanding, responsibility for final decision making may still lie with the PM depending on the type of organisation.
