I believe you are asking about a thermal deaerator for steam boiler .
You may see HEI standards posted by some one some days ago. There will be guidelines to start with. But for a commercial design of a deaerator you might need to have a reference drawing and follow the designfeatures . No book would help you a commercial design .

There are a lot of documentation about this subjet on internet. I will suggest to you "Experimental investigations of oxygen stripping from feed water in a spray and tray type deaerator" K.V. Sharma January 2010.

If some one knows about how to size internals trays for boiler feedwater thermal deaerators, it would be great. Thanks in advance.
