Prode Properties version 1.19 includes some BIPs for CPA,
I utilize Cubic Plus Association mainly to model hydrocarbons + water and the included BIPs are a good starting point,
but I agree that best way is to regress from experimental data,
the sources which you mentioned (Dechema, DDB, GPA) have high quality VLE data for hydrocarbons + water,
unfortunatelly I do not know of a free distribution,
as alternative you may consider
