Aani,

Open top storage tanks (even those open top tanks with external floating roofs) must be provided with a top wind girder as per API 650. This is required to keep them cylindrical under wind loads. See API 650 2007 (or 2009) clause 5.9.6 for the required section modulus and some other requirements for top wind girder.

It goes without saying that top wind girder is different from top angle though.
