I can give you some excerpts from our QC manual on preparing purchase specifications (technical requirements). Hope this will be of some help:
Technical Specification for Materials
Based on the Code and customer’s requirements, drawings and calculations and in consultation with QC Manager, Design Manager shall prepare and approve technical specifications for the materials required for all pressure parts and direct attachments to pressure parts. The technical specifications shall specify:
applicable Edition and Addenda of the Code for the material
ordering information as per material specifications
applicable supplementary and additional requirements like impact tests and heat treatment
requirements for Materials Test Reports or Certificate of compliance
requirements of records and inspection reports to be made available by the supplier
For welded parts, the requirements of applicable Code stamping such parts and requirements of Manufacturer’s Partial Data Reports.
The requirements for inspection at source when required shall be decided by QC Manager and shall be identified on the technical specification.
These technical specifications shall be issued to QC Manager and Purchase Manager and shall form part of the applicable enquires and purchase orders.
