Project at 7 Star hotel project site

Hello All !

I am writing this in order to get healthy response from the fellow members of this community.
I am doing a design project at a under-construction 7 Star hotel project at Islamabad. At that project there is chiller system going to be installed at the basement and of course the cooling towers will be installed too for chillers. In the initial design the cooling towers will going to be installed at top of the 24 story tower. There are water storage tanks situated situated near the chiller system used for utility purposes and fire fighting etc (at the basement).
Now what I want is to eliminate the cooling towers from project and use the water storage tanks in order to exchange heat with the chillers hence giving chiller the required temperature. For this I made a PFD which is attached.

I have a Time constraint on Water storage Tank:
1. I need it to exchange the required heat in 8 hrs. Not more not less. Mean to say that I need it to back on the same temperature where it was initially after 8 hrs.

What I require from you guys is to tell me some software which can provide me with heat exchange curve w.r.t Time at the water storage tank.
