i assume nitrogen header pressure is 3.5 barg
u can use a self actuated pressure regulator.

for nitrogen requirement: (it is to avoid vacuum due to withdrawal of ur thermo fluid from the vessel), thermal in breathing don't come in play due to high flash and boiling point.

calculate N2 requirement from api 2000.
N2 has to maintain operating pressure.
