An anchor flange is a forged fitting used to prevent axial movement of a pipeline. It is normally cast in to a concrete foundation or drag anchor to limit/prevent pipe movement. Normally these are butt-welded into the pipeline and form part of the pipeline. They are specifically designed for the calculated pipeline loads.

That plate buckling work will be welded to a base plate, and will be on this last plate where you do the fixed point. To prevent the bucking on the plate, you can use vertical plates between the two plates for prevent it.

You must not forget the sure need to include longer bolts for the flange.

I recommend you without doubt, use a program of finite element calculation. FEPipe For me, the better.

If you do not have this program or any other finite elements, I recommend to you a manual calculation, with Roark's Formulas for Stress and Strain.
