Please do discuss details about CERTIFIED FUNCTIONAL SAFETY EXPERT(CFSE) / CERTIFIED FUNCTIONAL SAFETY PROFESSIONAL(CFSP). Is this qualification equal to NOBOSH OR CSP.

I don't think so.
CFSE / CFSP is an international programme originally developed and promoted by TUV within the IEC 61508 / 61511 framework with the aim to spread safety knowledge and skills on Functional Safety approach to the design. My opinion is this is mostly useful for those having already a solid background in technical safety, design of safety systems and risk analysis.

so, does that mean, it is more technical than generic courses like nebosh/csp ?
it should cover all aspects on safety lifecycle of Electric/Electronic/Programmable Electronic safety-related systems. But what is the most important is
- requires functional safety management: of everyone not just the expert, not just the technician, but everyone involved in the Project (even including purchasing department)
- the design of Safety Instrumented Systems
- partially covers the subject of SIL assessment
spending a couple of weeks on reading the standards IEC 61508 / 61511 may help to get started with this matter, for sure.
