If you are dealing with a refinery, take a look at NACE MR0103 for specifying whether a service is sour or not. And if your scope of work is in oil and gas production refer to NACE MR0175/ISO15156.
Several parameters need to be known so that we can figure out if the service is sour. These may include concentration of H2S, cyanides, clorides etc., existance of water in liquid phase, temperature,...

in upstream oil&gas a service is sour if it contains H2S, based on the NACE / ISO 15156 as a general rule there should be at least 3 mbar of partial pressure of H2S to define the service of sour.
