I'd like to know how to decide the ring type of an alarm signal, should it be the sirene or bell (ringing) type.

Really useful for reference.
In my place, we use the ringing bell for indoor alarm. how about for outdoor, should we should the same type or can we use the siren type?
For consideration, our yard are located next to the sea with size of 5 hectare and a lot of worker doing fabrication in the open yard.
