Acoustic emissions tests. API 650 tanks

I'm working for an O&G company.
Several months ago we constructed an storage API 650 tank ~ 100.000 barrels capacity.
We test the floor using vacuum chamber, etc.
We did the hydrostatic test.
During the hydrostatic test the environmental agency requested an acoustic emission test in order to detect floor leaks.
I haven't received the results yet, but the preliminary information is that the AE test hasn't been approved.
My question is: how accurate is the acoustic test, especially when compared with vacuum chamber test?

Well, acoustic emission on tank's floors have an error of 10% of diameter of the tank, if the test was made in the right conditions then the results are very reliable.
