There is no book covering this aspect of tanks as far as I know. The problem is you have what is called a cold spot - the insulation in that area is not sufficient. If this is a double skinned tank then the insulation between the tanks has failed/or is not there. This sometimes happens on LNG tanks where the size of the perlite resevoir at the top of the tank is not sufficiently sized to account for contraction of the inner tank and self compaction of the perlite insulation. Perhaps the perlite was not consolidated to the right degree on filling the annular void - this is another problem which can occur.
