An anchor flange is a forged fitting used to prevent axial movement of a pipeline. It is normally cast in to a concrete foundation or drag anchor to limit/prevent pipe movement. Normally these are butt-welded into the pipeline and form part of the pipeline. They are specifically designed for the calculated pipeline loads.

What you advise is a "bodge-up". Better to provide a bespoke anchor flange capable of accommodating the loads rather than a Heath-Robinson design.
